The Dead Zone block outputs zero output signal, if the input signal is less than the Upper parameter and greater than the Lower parameter. If the input signal is greater than the Upper parameter, the output signal is the input signal minus the Upper parameter. If the input signal is less than the Upper parameter, the output signal is the input signal minus the Lower parameter.
